ANNA MARIA – The city of Anna Maria is adopting a formal compensation framework and compensation administration policy for city employees.
Ordinance No. 26-965 was presented on first reading during the city commission’s Sept. 23 meeting and is expected to be presented for second and final reading on Thursday, Oct. 8.
“The ordinance establishes commission-approved employee classifications, pay grades and salary ranges and provides guidelines for the administration of employee compensation within the approved framework and adopted budget,” according to the Sept. 23 meeting packet.
“The ordinance also establishes the respective authority of the city commission, mayor, and city administrator in administering employee compensation consistent with the city charter and city policies,” according to the meeting packet.
Each job title listed on the chart included in the meeting packet includes a numerical role classification and pay level, a numerical pay grade and new minimum, midpoint and maximum pay grade.
The highest salary grade listed is for the currently vacant L5/Grade 10 city administrator’s position that lists a $120,000 to $200,000 salary range.
The salary range for the city treasurer’s position currently held by Randy Maxson is $100,000 to $165,000.
The salary range for the city planner’s position currently held by Ashley Austin is $86,000 to $140,000.
The procurement, finance and grants administrator position to be added in the 2026-27 fiscal year that began on Oct. 1 has an $86,000 to $140,000 salary range.
The city clerk’s position currently held by Barb Jeffries has a salary range of $80,000 to $120,000.
The code enforcement manager’s position currently held by Tom Collins, and the public works superintendent position currently held by Dean Jones, each have $76,000 to $114,000 salary ranges.
The deputy city clerk’s salary range is $64,000 to $96,000. The administrative assistant’s salary range is $55,000 to $75,000.
The currently vacant vacation rental program administrator’s salary range is $55,000 to $75,000.
The records and events coordinator, code enforcement officer and code enforcement inspector salary ranges are $46,000 to $64,000.
The payroll/accounts payable clerk, parking enforcement officer and service worker position salary ranges are $45,000 to $55,000.
During the Sept. 23 meeting, Commissioner Charlie Salem asked how the proposed minimum salary ranges compared with the current minimum salary ranges.
Then-City Clerk Amber LaRowe said the city currently has no minimum salary ranges.
“And my broader question is what would be the fiscal impact of adopting this ordinance?” Salem said.
In response, Mayor Mark Short said there really wasn’t a net impact on the city budget, but there were a couple of staff members whose salaries were increased to the new minimum level. He said those increases were offset by the city discontinuing the use of some outside consultants.
He noted the 2026-27 fiscal year budget anticipates the hiring of a Grade 7 procurement, finance and grants administrator who will perform services previously provided by a contracted third party.
“And the other big savings was we used to outsource our vacation rental inspections, which has now been taken over by our code enforcement department,” Short said.
